I understand that my predecessor, Sir H. Nathan, was authorised by the Secretary of State to make appoint- -ments to offices the emoluments of which did not exceed £200 per annum without reporting each case separately by despatch provided that they were included in the quarterly returns.

Since the revision of the Colonial Regulations relating to appointments whereby the boundary between classes 2 and 3 were raised to 2300 the practice has been discontinued but in view of the remarks in paragraph 20 of Committee's Report which appears on page 5 of C. 0. Miscellaneous Paper No. 192 dated February, 1908, I have the honour to ask your sanction to revert to the former practice.
