I have the honour to inform you that the Colonial Treasurer has raised the question of his responsibility for the custody and issue of railway tickets contending that under the Financial Regulations such responsibility is inferential· -ly imposed upon him and that if the present system, under which the control and issue of tickets is in the hands of the Lanager of the Railway is allowed to continue, the Treasurer should be reliev· -ed of direct liability in connection therewith.
