The land is the property of the Colonial Government. No buildings shall be erected on the land without the consent of the Military Authorities being first obtained.
No lease of the land other than one terminable at will shall be granted by the Colonial Government for dry cultivation or other purposes without the consent of the Military Authorities.
The Military Authorities shall not erect or permit to be erected any permanent buildings or structures on the land without the consent of the Colonial Government: but may erect thereon temporary buildings or structures provided that such buildings or structures are not maintained for longer than three months at one period. The Military Authorities shall at all times at their
own expense keep the land properly demarcated with proper boundary stones.

The Military Authorities shall be at liberty to fence
in the whole or a portion of the land.
7.
Any lessee or tenants of the Colonial Government of
any portion of the land shall at all times have free
and unrestricted access to the land leased or let to
them.
It will be seen by this Agreement that although the land is the property of the Colonial Government practically no- <thing can be done with it without the consent of the Military Authorities, several valuable building sites might be applied for within the area, or minerals might be found but these could not be
sold
