In reply to your Confidential Despatch of the 24th. of last November, I have the honour to forward ten addition- -al copies of the draft Working Agreement in the form in which I hope to secure its adoption.

I may add that Mr. Chao Ch'ing-hua, the Managing Director of the Chinese Section informed Mr. C. Clementi on the 13th. of last November that he proposed to act as if this draft Agreement were already in force. Koreover, Mr. Chao and Mr. Liu, the Traffic Manager, at a meeting with Mr. Clementi and Mr. H. P. Winslow on the 22nd. ultimo agreed to the substitution of "slow through trains" for the "joint-sectional trains" under the terms of article 10 of the draft Working Agreement.

The instructions contained in paragraph 2 of
your Despatch will be carefully observed in future.
