Enclosure 2.

m2 5 FEJ 12

Hon. Colonial Secretary.

2.

1.

We have carefully considered the matter referred to us and submit a report thereon which embodies our views. We recommend that the whole of the articles mentioned in lists A and B referred to in the report of the Superinten- -dent, Accounts, Correspondence and Stores which accompanied the D. P. W.'e minute of 26th. October, 1911, of which list A amounts to $32,859.91, be sold by public auction.

3.

As regards question (s), there appears to be

a misunderstanding in respect of the limit of $200,000. In our opinion the true interpretation of the term "Unallocated Stores" refers only to such stores as are required for Maintenance Works or minor extensi- -ons to evisting works and hot to stores which are eventually allocated to Extraordinary Public Works. We are fully convinced that such must have been the intention of the Secretary of State when he recommended that $120,000 should be the maximum value of unallocated atores in stock at any one time and knowing the conditions as we do of tais Colony we can place no other interpretation thereto.

this question.

Question (b). Our report gives the answer to

Question (c). Plant temporarily out of use

is not carried on stock to any considerable extent, the Superintendent Accounts, Correspondence and Stores informs us that its value is about £7,000. We recommend that this should be written down to the existing market value and "Unallocated Stores Account" relieved by transfer to

a Plant Account.

Our recomendation re a limit of $75,000 for

Standard Stock presupposes the adoption of our suggestions, but in

any case there is no desire to impose a limit which would be unwork-

-able and we therefore suggest that the limit be finally fixed after

the matter has been gone into by the Director of Public Works and his standard stock finally approved.
