Dear Sir,
I beg to acknowledge the receipt of your letter of the 31st ulto., and in reply beg to give the reason why the late Miss Barker's relatives requested Mr Secretary Harcourt to recommend the Government of Hong Kong to make a grant to Miss Barker's young sister.
Miss Barker has settled home - her parents being both dead - and although at present holding a position as a Nurse, her health is indifferent so that she may have to relinquish her post any time, and it was the late Miss Barker's intention on her retirement to provide a home for this sister when the necessity showed itself.
If a grant of money had been made by the Government, it would have been invested for the sole benefit of this sister - other sick brothers and sisters drawing nothing from it, so that Miss Barker's sister would benefit whatever.
