railway, which is now open into Chinese territory, I believe,
also offers favourable opportunities for successful flight from the Colony. The only available means of guarding against such
action is undoubtedly that adopted by the Colonial Government,
of requiring all those who have the handling of Government money to enter into a bond, with sureties for the repayment of
deficiencies. But the bond must be for an adequate sun, which
it was not in this case, in spite of my representations to that
effect. It is to this the insufficient security demanded
from the shroff and his sureties,
defecit of public money is due.
