If the views of the said two officers are identical, words
to the effect that their respective views arc identical shall be
clearly noted and signed by them and only the Managing Director is
to give instructions to carry such arrangements into operation;
but if the said two officers hold discordant views the Managing
Director shall submit such arrangements to the Directorate Gen-
eral of Chinese Imperial Railways for decision and instructions
which shall be obeyed.
2. CIRCULARS shall consist of two kinds; General Circular
and Departmental Cireular. If General Circular affects matters
of one department, the Managing Director will discuss with the
Head of the department concerned; but if it contains matter to
be observed generally, the Managing Director will request the
Heads of the various departments to express their views thereon
and it will be decided upon and circulated by the Managing Di-
rector. It shall be numbered and signed in the name of the "Ad-
ministration" and copies thereof will be sent to the various de-
partments to be observed and performed accordingly, and shall also
be reported to the Directorate General of Chinese Imperial Ra11-
ways for recording. Departmental Circular is the direction and
instruction of the department to the employees at the various
districts, sections, stations and sheds under that department's
control for their information and observance in the performance
of their duties. In circulating such circular, a copy thereof
shall be submitted to the Managing Director, but if affects
matters of importance, the sanction of the Managing Director

EMPLOYMENT . In employing or dismissing Chinese or For-
eign employees, or in increasing, fining or deducting their
salaries, except that of the Heads of various departments,
