1. The Administration (Head office of the Railway) is under the direction of a Chinese Managing Director appointed by the Directorate General of Chinese Imperial Railways of the Board of Posts and Communications with whom will be associated a British Engineer-in-Chief and a Chief Accountant. The respective duties of the last named two officers are distinctly defined in Article 6 of the Loan Agreement; one is to perform the duties concerning the construction and maintenance of the Railway and the supervision thereof in consultation with the Managing Director, and the other is to organise and supervise the keeping and auditing of accounts of the Railway.

All receipts and payments shall be certified correct by the Chief Accountant and authorised by the Managing Director. All receipts and payments of the construction and operation of the Railway shall be kept in the Chief Accountant's office in Chinese and English.

All official despatches, rules, regulations, general circulars, notices, etc., etc., shall be issued in the name of the "Administration" and signed by the Managing Director only.
