I am directed by the Board of Education to refer to Mr. Cox's letter of the 13th Hay (No. 14022) and to Mr. Fiddes' letter of the 27th June (No. 19807/1911) and
their enclosures, and to submit certain observations on
the Ordinance for the incorporation and regulation of the
University of Hong Kong. In so doing I am to apologise
for the delay which has occurred in answering this
reference. The business connected with the Imperial
Education Conference and with the Indian and Colonial
Educational appointments has during the last few months
imposed a rather severe burden upon the staff of the
Special Inquiries and Reports Branch of the Board.
2. Section 4 (11) of the Ordinance empowers the
University of Hong Kong to accept the Examiners of the
London or other University either wholly or in part as
examiners for any degree or distinction of the University
of Hong Kong and to adopt the verdict of such examiners as
