I am directed by the Local Government Boardi to advert to Mr. Fiddes' letter of the 19th urtimo (No.2361/1911) transmitting a copy of a despatch from Governor of Hong Kong forwarding a petition against the Food & Drugs Amendment Ordinance, 1911, and in reply,

I am to state that the Board are adised that condensed, separated, or skimmed milk is not a suitable food for infanta, and that its use for this purpose is likely to lead to injuricus results.

I am further to add that the Board consider that the requirement or to labelling of such milks in the Hong Kong Food & Drugs Amendment Ordinance, No.20 of 1911, appears to be a reasonable and proper cne.

I am to enclose for the information of Mr. Secretary Harcourt, a copy of the report of Dr.Coutts, one of the Board's Inspectors of Foods, on "An Inquiry as to Condensed Milks; with special reference to their use as Infants' Foods", and I am to state that a recom- mendation is made in that report (page 47) that tins of condensed machine skimmed milks should be required to

bear on the labels the words "Skimmed milk unfit for

infante"
