My dear Robinson,

Thank you for your letter of the 26th instant about Hong-Kong University. I should be glad if you could let me have as soon as possible any further papers that you may wish this Department to see.

As the matter now stands, there is an unanswered let- ter from the Colonial Office received in May last, asking for the observations of the Board of Education on the Ordinence which established the University. Am I right in supposing that the Ordinance has actually come into effect, though the approval of the Secretary of State for the Colonies, which is required, has not yet been accorded? I ask, because, if the matter is

now a fait accompli", it seems that a detailed criticism from this office is scarcely called for. I should be glad if you could discuss the matter with Mr. Collins and let me have some idea as to what sort of reply your Office sre expecting from this Department.

The whole matter seems, so far as this Depart-

ment is concerned, to have been a series of blunders, but I will

take the case up at once as soon as I know we have all the papers

you want us to have. It will be easier and more expeditious

to deal with the case if I know how the matter of the Ordinance

actually stands and what sort of observations you would wish to

receive from this Department.
