I attach a copy of a letter received from the
Auditor of Hong Kong. It is, I think, obvious that in order that the Treasurer may fully exercise the responsibilities im posed upon him by the Colonial Regulations (▼ide Rules 218 and 299), there should be in the Treasury an Officer or Offic-
ers whose particular duties include the detailed examination |
of the accounts and vouchers prior to their submission for
audit. As explained in Rule 220 of the Colonial Regulations
the work carried out by the Audit Department does not ab- solve the Treasurer from his defined responsibilities with
regard to the accuracy of the accounts and it would, I think, be advisable to enquire of the Governor how in the apparent
absence of a complete departmental organisation these res-
ponsibilities are effectively discharged.
