am to request that subject to the approval of
the Secretary of State for the Colonies instructions may be sent by cable to the Governor and Commander in Chief at Hong Kong to authorise the dispatch of this force, and to add that orders have been transmitted by cable today to the General Officer Commanding the Troops South China to arrange for their immediate dispatch subject to the approval of Sir Frederick Lugard.
