Sir,
With reference to your letter No: K/321/General Staff, South China, of the 19th August, 1911, and the enclosure thereto, I am commanded by the Army Council to inform you that they do not consider it desirable that further action should be taken in the matter in question upon the evi-
dence therein disclosed.
I am to point out that this decision has been come to
upon the facts of this particular case; it must not be taken to imply that prompt use of the powers conferred by recent legislation may not be necessary in future cases.
