We should certainly not have agreed to the
amounts of the Grants even provisionally
if we had imagined that one fifth was to be
subsequently recovered.

provide us with much opportunity for elo-
quence and it has no doubt never occurred
to them that these special Grants by way of
Compensation were to be taken at four
fiths of their face value. We really
cannot undeceive them now without exposing
H... to something resembling contempt.
One is of course sorry for the shortage
dof Army Votes, especially in these trou-
blous times, but the shortage would equally
have existed whether these Grants were
given or not.
The fact of this demand being put for-
ward by the W.0. and supported by the
Treas.
seems to us a strong additional argu-
ment for the necessity of an inter-De-
partmental Committee to consider a new
basis of contribution.
