I am directed by Mr. Secretary Churchiää to say, for

the information of Mr. Secretary Harcourt, that it is found/

course of the administration of the Aliens dek, 1905, that

persons of Chinese extraction, when questioned as to their

nationality, almost invariably set up a claim to British

nationality on the ground of birth in Hong Kong or Singapore.

Under section 7 of the Act, the onus of proving that a

person is not an alien is laid upon that person, and usually-

hitherto

in the invariable absence of such proof the claim may be

neglected. Mr. Churchill would however be glad to know, in

case of need, whether there is any system of registration of

births in Hong Kong or Singapore or any other means by which

statements as to birth in those places could be verified.

He will be obliged if ær. Harcourt can give him any

information on the subject.
