non-adhering Colony can claim recognition as a legal

entity in Japan.

It is to be remembered that Hongkong is not a

party to the Industrial Property Convention, and it

would therefore appear that, while by adhering to the

Anglo-Japanese Treaty Hongkong would obtain for her

locally registered Companies recognition as legal

entities in Japan, they might not thereby necessarily

acquire the right to register a Trade Mark in Japan,

inasmuch as Trade Marks are not specifically dealt with

by that Treaty, but are regulated by the Industrial

Property Convention, to which Hongkong is not a party.

On the whole, therefore, the most satisfactory

course would appear to be for Hongkong to accade (1f

her laws permit) to the Industrial Property Convention.

The Board of Trade, however, concur in the propos-

al to address an inquiry to the Japanese Government in

the sense suggested by Sir Edward Grey.

I have &c.,

(Signed) Geo. J. Stanley.
