I may mention that when the Articles referred to
were under preliminary discussion, Sir W. Meyer, Sir W.
Collins and I agreed that Max Müller should speak on
behalf of our Delegation. He is the proper Member, in
my humble opinion, to whom should be entrusted the
final acts.
I shall be very grateful for as early an intima-
tion as possible whether I can be relieved of further
attendance at The Hague.
