My dear Campbell:-
You will have heard that the Conference is
adjourned until January 8th.
The Convention, so far as its subject matter
is concerned, is complete. No new matter can be intro-
duced. There remain only Articles dealing with Ratifica-
tion, Adhesion and Denunciation. These fall within the
province of Diplomatic and International lawyers. I
have no experience of such matters.
In view of the above I venture to express a
very earnest hope that I shall not be required to go
back to the Hague. I am quite sure that I cannot be of
any further use.
I have felt the strain of the last three
weeks more than I can tell you. This is doubtless not
surprising for a man of 71 years of age.
Provision is made in the "Full Powers" for
the Convention to be signed "by one or more "of the
Delegates
