A motion xas been put forward "that the participating
Governmenta bind themselves to prohibit the importation
and exportation of prepared opium*.
Eleven Powers voted; eight in the affirmative;
Great Britain and Siam reserved votes ad referendum and
Portugal alone voted in the negative.
Are we authorised to vote in favour of this
proposal?
