With reference to your despatch Number 11, of the

10th instant, and to my despatch Number 15 of the

6th June last, I have the honour to report that I

received a despatch, dated the 22nd June, from the

Governor of Kuangsi, stating that two men, Chang Shih

yi and Wu Ch'êng chi, had been arrested for particip-

ation in the "Chit On" piracy. The Nanning Taotai in

formed me about the same time that the former had one

hundred and eighty dollars on him when captured.

On the 30th June and again on the 11th August,

I wrote to the Taotai (Enclosures Numbers One and Two)

asking for their depositions and what further steps

had been taken in the case.

I heard from Mr. Piry, mentioned in my previous

despatch on the subject, whom I consider a good

authority, that Chang Shih yi had been so badly tor-

tured by the Hsuan Hua and Yung shun magistrates that

he bit off his tongue when being transported to

John Jordan.
