Your excellency:-

With reference to my note of August 28th. last,

I have the honour to inform you that I am now in possession

of the views of the Secretary of State for the Colonies and

tho Postmaster General upon the proposal of Your Axcellency' a

Goverment that the German Post Office at Canton should bo

accorded the privilege of transmitting letters to lion, kon;

at the same rates to apply in the case of letters sent

through the ¡ritish, French and Chinese Jost offices at that

Treaty Port, viz: Two cents per half-ounce.

I am informed that the existing postal concessions

have been granted for the following rucsons.

(a)

to the Chinese Post Office because it is the only

post office which conducts a service, and accepta letters

for delivery, outside the limits of the Treaty Forta; and

to the Fronch Post Office (which is in the French
