Sir,
I have the honour to acknowledge the receipt of
Boultimo and telegram of the 6th instant Your Excellency's despatch of the time with re-
hayment
gard to the parent of the sixth instalment of principal
and twelfth of interest of the Hongkong Government Loan
Hankow Agreement for the Redemption of the Canton-Mangkang Railway
signed on the 9th of September, 1905.
The total amount for which under paragraph 4 of
that Agreement payment should have been made to the Treasurer

of Hogakong on the 6th instant "in sterling sight drafts or in the equivalent of sterling amount at the option of the
Government of Hongkong" was £122,375. Instead of this however the London Office of the Hongkong and Shanghai Banking
Corporation was instructed by telegram from the Chief Manager
of the Corporation in Hongkong to pay the Crown Agents for the
Colonies £101,000, while the balance of £21,375 was handed
to the Colonial Treasurer by the Chief Manager on the 6th
instant in demand draft on London in favour of the Crown
Agente for the Colonies.

This alteration by telegram of the method of payment
on the very date pf payment has caused some trouble to all concerned and I should be glad if Your Excellency can arrange that in future any departure from the established method of
payment should be proposed in time for full consideration and decision by ordinary correspondence. I may add that this Government is prepared to accept future payments in London
instead of in Hongkong, provided that full notice is gieŷn
in each caso.
