India Office, November 4, 1911. WITH reference to the letters from your department of the 19th July and the 10th August last regarding the reduction to be made in the exports of opium from India to China during the next three years under the last paragraph of the annex to the agreement of the 8th May last, I am directed by the Secretary of State for India in Conneil to enclose, for the information of the Secretary of State for Foreign Affairs, a copy of a telegram from the Government of India, dated the 30th October, and to ask that, with Sir E. Grey's permission, the views of Sir J. Jordan (to whom the telegram has been repeated) on the point raised way be ascertained

OPIUM. Please refer to telegram from British Minister at Peking of 19th July. Tu preparing for your approval notification regarding next year's sales we propose

to take 4,220 chests as reduction to be made under annex to agreement from amount

of export permits otherwise admissible under article 8.

This precise figure has been taken for rounding, and can be adjusted later in the year if necessary. Do you agree?
