Sir:-

I am directed by Secretary Sir E. Grey to transmit to

you, for the information of Mr. Secretary Harcourt, a

memorandum containing suggestions made by the British

delegates to the Opium Conference, in consultation with

representatives of the Board of Trade and Customs, as to

the measures which should be proposed as a basis for an

international agreement on the subject of the control of

morphia and cocaine. The memorandum has been revised

at the Board of Trade.

I am to enquire whether Mr. Harcourt concurs in these

proposals or whether he would wish to suggest any additions.

I am also to enclose a copy of a letter to the Home

Office requesting the assistance of that Department in the

matter.
