My dear Minister

On the 30th ultimo you communicated to Sir

Francie Campbell a suggestion by the Portuguese Goverment

that their delentes at the forthcoming foium Conference

should come to London before the opening of the Conference

to consult with the British delegates as to tuoir attitude

in regard to the restrictions which it is proposed to

place on the manufacture of and trade in opium.

In the absence of a definite proɛrzame of the

subjects for discussion at the Conference it was been

found impossible to furnish the British delegates with

detailed instructions as to their attitude, which must to
