I consider, and Governor of Hong Kong entirely agrees, that, while we cannot very well, in view of altered circumstances, prevent Sun from passing through Hong Kong, he should be warned that he cannot remain there, but, if he wishes to help revolutionary movement, he must do so in China itself.
