Six:-

I am directed by Secretary Sir E. Grey to transmit

to you herewith to be laid before the Secretary of State

for the Colonies, copy of correspondence with regard to

the application of Dr. Sun-Yat-Sen for permission to

visit Hongkong.

Sir B. Grey would be inclined to allow Sun-Yat-Sen

to pass through Hongkong on the understanding that he

does not take up his residence in the Colony, as he can-

not be permitted to use it as a base for political or

military operations in China.
