suggested that the powers participating in the Con-
ference should definitely consider beforehand the
question whether they would be prepared to make a
statistical study of the manufacture and trade in
morphine and cocaine and agree to impose severe
restrictions on such manufacture of, and trade in the

made between His Majesty's Government and China

the participating Governments have accepted the
