So far from objecting, Sir T. Holderness
( 1.0. ) was disposed to omit the reservation as to
internal administration altogether, and he and
Sir W. Meyer seemed to think it illogical that
we should propose action as to the regulation of
opius morphia and cocaine manufacture affecting
the internal administration of other countries
and at the same time refused to discuss internal
administration in our Colonies and India.
This seemed to me to be going too far, and
I pointed out that our attitude would not be illo
gical, since in the case of morphia and cocaine
we proposed that we should jointly consider the
question of regulation in our respective countries
( joint action being necessary) whereas internal
administration in India and our Eastern Colonies
was a matter in which other countries had no
concern. Finally we agreed to exclude from dis-
cussion

I am quite sure that we can trust Sir C. Smith
to take exactly the right line with Americans or
others who are inclined to go too far. We should
now proceed to draw up a memorandum for his use
containing an account of the measures in force in
the different Colonies.
The Board of Trade representatives made obstinate
representations as to the impossibility of regulating
the manufacture and distribution of morphia in this
country. It is no doubt a very difficult matter,
but the B. of T. are making their protest somewhat
late in the day, since we are not only pledged up to
the hilt to discuss the matter at the Conference
but actually insisted on other countries agreeing
to the principle of restriction at the stages of
manufacture and distribution as a condition precedent
to our taking part in a Conference. Mr. Fountain,
who chiefly complained on behalf of the B. of T., was
present at the Conference which suggested the reply
to the U.S. invitation, in which we put this matter
in the forefront !
