Sir:-

I am directed by Secretary Sir E. Grey to inform

you that an International Conference will assemble at

The Hague on December 1st. next to discuss the means

of giving practical effect to the recommendations of

the Shanghai Commission as regards the regulation of the

trade in opium.

In view of your thorough knowledge of this question

His Majesty's Government are anxious to secure your

services as their chief delegate at the Conference.

Sir E. Grey has been glad to learn, as a result of

private enquiry, that you are willing (at some personal

inconvenience) to undertake this duty and I am now to

confirm officially his request that you will do so.

A formal letter of appointment, with definite

instructions as to the attitude to be adopted by the

representatives of His Majesty's Government at the

Conference
