Foreign Office, October 31, 1911. WITH reference to your letter of the 17th August last, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Marquess of Crewe, the accompanying copy of a despatch from His Majesty's Minister at Peking relative to the losses sustained by Messrs. Petigura at Foochow in consequence of the restrictions imposed by the Chinese authorities on the opium trade.*

I am to state that Sir E. Grey is inclined to share Sir J. Jordan's view that, in the circumstances, the case does not warrant a claim for compensation. I am, &c.
