The clauses in question are as follows:

(1) The clause providing for connection with the

Canton-liankow Railway. It is of great importance that some

provision for this connection shall if possible be incorpor-

ated in the Agrement; but I fore-seo difficulty in per-

suading the Chinese Government to accept an Article by which

they bind themselves in advance to make a foreign railway

administration a party to any agrement (for through traffic)

between two Chinese railways. Of the two versions of this

clause supplied in your despatch. I propose to use the one

mmbered *37 A' as a basis of negotiations here, inasmuch as

it is not clear that the one numbered "38" has over been

seen by the Chinese negotiator.

(2) The clause for Police. This will probably

have to be referred to the Viceroy at Canton.

The clause for putting Schedule D into force

for collection of custome revenue. It seems to me essential

that the twelve words in question should be deleted, as you

request. In paragraph 9 of the despatch under acknowledg

ment I am invited to observe that the Customs clause is

agreed to by the Chinese negotiator on behalf of his

Goverment
