I have the honour to forward herewith
copies of a Despatch which I have received from the
Governor of liongkong, and of my reply, on the subject
of the Working Agreement for the Canton-Kowloon
Railway.
I presume that you will receive from the
Colonial Office printed copieu of the Inclosures
in the Governor's Despatch.
It will be soon that Sir Frederick Lugard
proposes that the Agreemont should be signed by him
at liongkong and by the Board of Communications at
Peking. As pointed out in the penultimate paragraph
of my despatch to His Excellency this course appears
to be unusual, and I have the honour therefore to
request instructions on this point.
