With reference to the letter from this Department, of
the 13th ultimo, I am directed by Secretary Sir E. Grey
to transmit to you nerewith, to be laid before the Secretary
of State for the Colonies, copy of a despatch from His
Majesty's Minister at Peking containing correspondence
with the Governor of Hong Kong on the subject of the
Canton-Kowloon Railway Working Agreement.

As this Agreement is one of considerable importance
Sir E. Grey is of opinion that it would be desirable, as
well as more usual, that it should be concluded and signed
by His Majesty's Minister at Peking and by the duly
authorised representatives of the Chinese Government at that
Capital.
