Downing Street, September 11, 1911. WITH reference to the letter from this Department of the Ist September, I am directed by Mr. Secretary Harcourt to transmit to you, to be laid before Secretary Sir Edward Grey, the accompanying paraphrase of a telegram from the Governor of Hong Kong, from which it will be seen that the merchants have withdrawn their request that existing stocks of Persian opium at Hong Kong should be admitted into China and that an extension of two years should be granted to enable them to wind up their business.
