I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 23rd August, forwarding a copy of a note from the United States Ambassador with regard to the date of meeting of the proposed Opium Conference, and to request you to inform Secretary Sir E. Grey that he concurs in the terms of the communication which it is proposed to address to the Netherlands Minister.
