I have the honour to inform you that when the Kowloon- Canton Railway opens for through traffic it is proposed to arrange that all mails should be sent by the express through trains, of which there will be two ouch way (four in all) per diem. I hope to be able to arrange with the
authorities of the Chinese section of the railway that both sections should carry the mails free of charg. to
each other: but I anticipate that, when the subject is
broached, the Chinese Government may stipulate that the condition of free carriage of mails from Hongkong by the
Chinese Section should be that the mails are delivered to
the Chinese, and not to the British, Post Office at Canton.
In these ciro mstances I shall be glad to loan whether you
see any objection to such a stipulation being accepted
by this Government.
