Sir:-
I am directed by Secretary Sir E. Grey to transmit,
herewith, to be laid before the Secretary of State for the
Colonies, a copy of a despatch from His Majesty's Minister
at Peking relative to the suggestion of the Governor of
Hongkong that the carriage of mail matter between Hongkong
and Canton should be entrusted to the Kowloon-Canton
Railway.
Pending the receipt of any further observations which
Sir F. Ingard may have to make on the considerations set
forth in the despatch frol. His hajesty's Consul General at
Canton to His Excellency of August 16th last, Sir E. Grey is
inclined to concur in hr. Jamieson's view that the sugestior:
is inadvisable in so far as the mails for the non-Chinese
mercantile community at Canton are concerned.
