transmit, herewith, a copy of a despatch now received frou

His Majesty's Minister at The Hague, inclosing the text of

the Consular Convention of May 8th last between the

Netherlands and China.

The Convention in question which relates only to

Consular matters seems not to afford any assistance in

dealing with the question under consideration, such as was

anticipated might be the case, inasmuch as the only refer-

ence to nationality therein is that touched upon in the two

notes printed on pages 11 and 12.
