India Office, August 16, 1911. IN reply to your letter dated the 9th August, 1911, on the subject of the proposed Opium Conference, I am directed by the Secretary of State for India in Council to say that the Marquess of Crewe concurs in the reply which Sir Edward Grey proposes to give to the German Ambassador's note, and also to Mr. Whitelaw Reid.

If the enquiry should show that the necessary statistical and other information as to morphia and cocaine will be ready by the 16th October, I am to suggest that, in agreeing to that date for the proposed conference, His Majesty's Government should make their acceptance subject to the programme being in conformity with the views expressed in Sir Edward Grey's letter of the 17th September, 1910, to Mr. Whitelaw Reid, as to the omission of certain subjects included in the American draft.

Mr. Whitelaw Reid's reply of the 4th October, 1910, took note of these objections; but it might be well to draw attention to them at the proper time.
