IN reply to your letter dated the 5th August, I am directed by the Secretary of

India Office, August 14, 1911. State for India in Council to suggest that Sir J. Jordan should be asked, when approval of his attitude in the Canton opium regulations matter is conveyed to him, whether he has any proposals to make for securing the guarantees which the consul-general considers indispensable.
