to exclude any chance of long delay arising through

applications accepted by him in Shanghai not being ac-

cepted at once in London.

(b) The Supreme Court at Shanghai ought to have

jurisdiction in the winding up of companies registered

in this way through Shanghai.

Sir H. de Sausmarez also stated that the system

of registering companies through Shanghai in the manner

proposed above might quite well be limited to companies

whose shares were fully paid up. This would be a

great advantage, as in the event of a winding up order

being made there would be great difficulty in dealing

with foreign contributories.

As Sir H. de Sausiarez thought that the difficul-

ties of the situation wight be met by some such scheme

aa the above, some unofficial discussion on the matter

has taken place with the Comptroller of the Companies

Department at the Board of Trade.

I am now to ask that the question may be considered

by the Board of Trade as the scheme outlined above ap-

pears to Sir E. Grey the best method yet proposed of
