order to emphasize the fact that in assisting the Viceroy I looked to receive reciprocal assistance in other matters. allusion was nothing more than this, and these matters have not formed the subject of negotiation except through the Consul- General.

The question of the Working Agreement forms an excep- tion to this rule, both because the negotiations are of a very technical nature, and because they in no way concern the Viceroy who is excluded from any voice in the matter by his own Government. For this reason I proposed to appoint two offi-

cers of this Government to negotiate directly with the nominees of the Chinese Government, and the secretary of state in a Con- fidential Despatch dated 27th way, 1910, approved this proposal in the following terms:- "I have now to express my approval of the appointment of Messrs. Lindsey and lemesti to negotiate with Mr. Wei Han on behalf of the Hongkong Government".

myself took up the negotiations direct with the Chinese Govern- ment in Peking in October last kr. Max Müller who acted for Your Excellency at the time, was equally well aware of the pro- cedure adopted and raised no objection to it.
18. My allusion to the matter in conversation with the
Viceroy was limited to suggesting to him (as the person who
would possibly ultimately benefit or suffer financially from
the results of the Working Agreement) that it would be advanta-
geous if the Chinese Government would treat the question as a
business proposition in which each Government would be able to
secure some retum on its capital outlay. While emphasizing
the fact that the negotiations were not in his hands, I pointed
out the necessity of coming to an early settlement, and hoped
that he might use his good offices to that end.
