With reference to my despatches Nos. 254 and 275 of
June 17 and July 6 in which I brought to your notice
the action of the Government of Hongkong in treating
direct with the Canton Authorities matters which in my
opinion should have passed through the channel of fis
Majesty's Consulate-General, I have the honour to trans-
mit herewith copy of a despatch from Sir F. Lugard in
which his Excellency has been good enough to favour me
with a very full and frank explanation of the circum-
Stances and motives which led him to adopt the course
he did.
I have the honour to transmit the copy of my reply
acknowledging Bir P. Lugard's despatch.
