I have to-day received the following telegram from Sir A. Hosie at Changsha

After travelling over the province of Kuei-chow by the highways and byways, have formed the opinion from personal investigation and from information I have received that there has been a diminution of 70 per cent. in the cultivation of opium in that province. It has been mainly effected during the present season by the destruction of crops. It is the first time that recourse has been had to strong measures, including force."
