Sir J. Jordan to Sir Edward Grey-(Received July 31.)
Peking, July 14, 1911. WITH reference to your telegram No. 104 of the 3rd instant I have the honour to report that I had already, on receipt of the Government of India's telegram of the 20th June, addressed a semi-official letter to the Acting Inspector-General of the Imperial Maritime Customs explaining the impossibility of numbering in one series both Bengal and Malwa opium chests of 1911 consignments. I added that the Government of India were taking the necessary steps to regulate the numbering for 1912 and thereafter in one consecutive series as required by article 8 of the agreement, and I expressed the hope that this arrangement would suit the convenience of the Customs.
Mr. Aglen has replied to the effect that the proposed arrangement seems the best possible in the circumstances, and he trusts that facilities will be given for communi- cating with the Government of India in regard to any particular cases should that rourse prove to be necessary.
Copies of my letter to Mr. Aglen and of his reply are enclosed herein.*
