I AM directed by the Secretary of State for India in Council to forward, for the information of Sir Edward Grey, a telegram from the Government of India reporting a complaint that the Chinese are prohibiting the sale of Indian opium in parts of the Fukien province, and inquiring whether there is any information as to action being proposed (for the closure of the province against the import of Indian opium) under article 3 of the new Opium Agreement.
I am to suggest that Sir John Jordan should be asked whether he has any information on the matter.
