You should take on opportunity to support t
reprosenttions on this subject hich are to be made
to the Portuguese "overnment by the Cinese represen-
tative at Lisbon. In doing so, you should refer to
the complaint of the Portuguese Goverment of the
obstructive attitude of the need fovenment in
regard to the dredging operations undertaken by the
Portuguese in order to keep open the channel loading
to the harbour, and you should suggest that the two
Governments ought to find little difficulty in coming
to some arrangement with regard to their respective
